REGULATIONS - FILM SUBMISSIONS

 

1. ABOUT THE FILMS 

Films that meet the following criteria may participate in the 23rd NOIA – University Audiovisual Festival, which will take place in person from November 3 to 9, at a location to be determined, as well as on electronic platforms (YouTube and TikTok): 

1.1. Works produced in Brazil or abroad, where the filmmaker(s), regardless of nationality, were students during the film's production period, for selection in competitive showcases, NOIA KIDS, and online showcases. 

1.2. For national submissions, eligible films are those made by students regularly enrolled in any higher education program (undergraduate or graduate) or by students from federal or state public technological education institutes, private or public technical schools affiliated with municipal, state, or federal agencies. 

1.3. For submissions in the following showcases: MOSTRA CEARÁ ONLINE or MOSTRA AUTORAL ONLINE, students at any level—from elementary to higher education—are eligible to participate. 

1.4. For submissions to the #TikTokNoia Showcase, any person aged 18 or older, residing in Brazil or not, may participate. 

1.5. Works that fall into one of the following categories: sci-fi, documentary, animation, experimental, or hybrid, with a maximum duration of 20 minutes (including credits). 

1.6. Works completed between January 2023 and May 2025. 

1.7. Works filmed in any format. 

1.8. Works that have not been selected in previous editions of this Festival. 

**Notes:** 

- Submissions of unfinished works (work in progress) will not be accepted. 

- For films made entirely by a single person, only that person must be a university student or enrolled in an educational institution. 

- For national (Brazilian) submissions, the film file must include a subtitle file in PT-BR (Brazilian Portuguese). 

- For international submissions, the film file must include a subtitle file in English (EN). 

2. SUBMISSION 

2.1. Submissions to the NOIA Festival are free and must be made by June 30, 2025, via the online platform:   https://filmfreeway.com/NOIA-FestivaldoAudiovisualUniversitario   

2.2. Each director may submit a maximum of two (2) works, both of which may be selected for Competitive Showcases, NOIA KIDS, or Online Showcases, as determined by the Festival curators. 

2.3. To complete the submission and participate in the selection process, the following is required: 

2.3.1. Fill out and sign the **Participation Declaration** available on the NOIA Festival website (https://www.festivalnoia.com.br/documentos), which must include the film’s rating and content classification according to the **Practical Guide for Content Ratings** by the Ministry of Justice (https://www.gov.br/mj/pt-br/assuntos/seus-direitos/classificacao-1/guia-pratico/classind-guia-pratico-de-audiovisual-4aed-2021-revisado.pdf). 

2.3.2. Submit the film link in the submission form (with login and password if required), observing the following conditions: 

- The short film must be submitted in one of the following formats: preferably .mov, .h264, .mkv, or .mp4, with a maximum resolution of Full HD (1920x1080), Quad HD (2560x1440), UHD (3840x2160), or 4K (4096x2160). Films may be converted to DCP by the Festival if required for traditional cinema screenings. 

- If the Festival Organization encounters issues downloading the film or requires additional proof, the Festival Director may request a copy via email. 

- To complete the submission, the following documents must be sent to **noia@propono.com.br** or uploaded via the Festival website at: https://www.festivalnoia.com.br/documentos: 

  ✓ PDF document proving that the director and at least one other participant are university students: enrollment certificate, valid student ID, or a statement issued by the course coordinator at a higher education institution or film school (as per Item 1.2) during the film’s production period. 

  ✓ PDF copy of an identification document (ID, driver’s license, or equivalent from the filmmaker’s country) for the director and one other participant (if applicable). 

  ✓ Signed **Participation Declaration** (Annex 1, included at the end of these Regulations). 

  ✓ Only the person legally responsible for the submission may contact the Festival for inquiries, notifications, complaints, or submission of missing materials/data. 

  ✓ PDF of the **Minor Responsibility Term** (Annex 2, included at the end of these Regulations), signed by a legal guardian if the filmmaker is under 18. 

  ✓ At least 2 high-resolution stills from the film (JPG or PNG) for promotional use. 

2.3.3. Special consideration will be given to films that include a poster, synopsis, director’s photo and bio, and a trailer. 

2.3.4. The following are mandatory: film poster (or image with the film’s title), synopsis, director’s photo, and short bio. 

2.3.5. For traditional short films, the following credits must be provided: Director, Screenwriter, Producer, Editor, Sound, Cinematography, Art Direction, Costume Design, Makeup, Lead Actress, and Lead Actor. 

2.3.6. For animated shorts, the following credits must be provided: Director, Screenwriter, Producer, and Sound. 

2.3.7. Submission of promotional materials (additional stills, press releases, posters, websites, etc.) implies tacit authorization for the NOIA Festival to retain and use them in promotional materials related to the event. 

2.4. Submissions made after the deadline or with incomplete documentation will not be accepted. 

2.5. The Festival Director will send a confirmation email upon receipt of the submission. If the filmmaker does not receive confirmation within one week, they must contact the Festival at **noia@propono.com.br**. 

2.6. Submitted short films or animations will become part of the NOIA Festival archive and may be used for promotional purposes, screenings, and other Festival-related projects, including electronic, TV, internet, or other exhibition platforms. 

3. SELECTION 

3.1. The Selection Committee will consist of professionals directly involved in filmmaking, criticism, or academic audiovisual production. 

3.2. Selected films will be announced via email to the filmmakers and published on the Festival’s website, social media, and local media outlets. 

4. PARTICIPANTS AND SELECTED FILMS

4.1. The Festival may take place in person and/or online, ensuring a safe and appropriate exhibition environment in both cases. 

4.2. If the Festival is held in person, selected films will be screened in one of the formats specified in Item 2.3.2. 

4.3. Selected films will be screened in Competitive Showcases, Online Showcases, and local/national/international itinerant screenings across various platforms. 

4.4. By submitting their films, participants authorize the NOIA Festival to screen their works in full or in part for promotional purposes, including on TV networks and online platforms. 

4.5. Selected filmmakers authorize the NOIA Festival to present their films in free screenings organized by the Festival. 

4.6. For in-person participation, the NOIA Festival will provide accommodation, meals, and local transportation in Fortaleza for representatives of selected films residing outside Ceará, as well as a stipend for travel expenses (to be paid in cash upon arrival). 

**Sole Paragraph:** The fulfillment of Item 4.6 depends on the Festival securing sufficient funding. If funding is unavailable, the Festival will conduct post-screening discussions via videoconference, with prior notice to participants via email, WhatsApp, SMS, or the NOIA website. 

5. AWARDS 

5.1. The Jury will consist of professionals directly involved in filmmaking, criticism, or academic audiovisual production. 

5.2. The Jury will evaluate the works and award the NOIA Trophy and/or Digital/Printable Certificates during the Closing Ceremony (or within three months for absent winners) in the following categories:

1. Best Short Film – Official Jury (Trophy + Digital Certificate) 

2. Best Short Film – Critics’ Jury (Trophy + Digital Certificate) 

3. Best Short Film – Audience Award (Digital Certificate) 

4. Best Documentary Short (Digital Certificate) 

5. Best Sustainability Theme (Digital Certificate) 

6. Best Director (Trophy + Digital Certificate) 

7. Best Screenplay (Digital Certificate) 

8. Best Production (Digital Certificate) 

9. Best Editing (Digital Certificate) 

10. Best Sound (Digital Certificate) 

11. Best Cinematography (Digital Certificate) 

12. Best Art Direction (Digital Certificate) 

13. Best Actress (Digital Certificate)

**INTERNATIONAL ANIMATED SHORT FILM SHOWCASE (World) – 10 selected films:**

**CEARÁ ONLINE SHOWCASE – 10 selected films:** 

1. Best YouTube Engagement (Trophy + Digital Certificate) 

**#TikTokNoia SHOWCASE (Vertical shorts up to 1 minute) – 20 selected films:** 

1. Best TikTok Engagement (Trophy + Digital Certificate) 

**MUSIC VIDEO SHOWCASE – 10 selected films:** 

1. Best Music Video (Trophy + Digital Certificate) 

2. Best Song (Digital Certificate) 

3. Best YouTube Engagement (Digital Certificate) 

 

5.3. The Jury may award special prizes or honorable mentions, in agreement with the NOIA Festival Director, or withhold awards if no work meets the criteria. 

5.4. Public or private institutions may create special awards with prior approval from the NOIA Festival. 

5.6. The Festival covers the costs of shipping awards. 

 

6. BRAZILIAN PRODUCT CERTIFICATE (CPB) OR SIMILAR 

6.1. The NOIA Festival organizes annual itinerant screenings in Brazil and abroad for promotional purposes. Films must be registered with ANCINE (Brazilian Film Agency) for the **Certificado de Produto Brasileiro (CPB)**. 

6.1.1. Submit the CPB issued by ANCINE (if already registered). 

6.1.2. If unregistered, filmmakers have 60 days after the Festival to complete registration. 

6.1.3. The Festival may assist with ANCINE registration at no cost if requested. 

6.1.4. Films without CPB may not participate in TV broadcasts. 

6.1.5. The Festival may register selected films collectively for CONDECINE exemption.

7. GENERAL PROVISIONS 

7.1. By submitting, the filmmaker confirms ownership of rights and grants the NOIA Festival permission to screen the film for promotional and non-commercial purposes. 

7.2. The filmmaker assumes legal responsibility for copyright compliance (Law No. 9.610/98). 

7.3. The filmmaker guarantees the accuracy of submitted information and indemnifies the Festival against third-party claims. 

7.4. Participants authorize the use of their images for Festival promotion in any media, indefinitely. 

7.5. Selected films may be uploaded to the NOIA YouTube/TikTok channels for public voting (except #TikTokNoia, which will be on TikTok) and archival purposes. 

7.6. Image use authorization is granted free of charge, worldwide. 

7.7. Films failing to meet submission requirements will be disqualified. 

7.8. Submission of the signed **Participation Declaration** implies full acceptance of these Regulations. 

7.9. Unforeseen cases will be resolved by the NOIA Festival Director, with jurisdiction in Fortaleza/CE.

- We authorize the NOIA Festival organizers to use the director’s and team members’ images (as listed in the credits), with or without audio, in all Festival-related promotional or journalistic materials (physical or digital), for this and future editions. 

- We authorize the screening of the submitted film in NOIA Festival activities (virtual, TV, or in-person) for promotional purposes, indefinitely. The free copyright assignment is valid for 70 years, binding successors. 

- We assume full responsibility for any claims related to plagiarism or copyright infringement. 

- Communications sent to the submitter’s provided contact details will be considered valid. Failure to update contact information waives the right to compensation for missed communications. 

- Jurisdiction is established in Fortaleza-CE, Brazil.
